Following the events of Captain America: Reborn, both Steve Rogers and James Barnes are restless. Barnes, who's carried on the legacy of Captain America in the wake of Steve's death - and done it well. But with Steve back, there's a current of unease as everyone waits to see what will happen next. Natasha persuades Bucky to take the shield out for one last hurrah, tracking down escapees from The Raft. In a fit of restlessness, Steve follows to see his former partner in action. Feeling as though he's ready for a change, he asks Barnes to continue on as Captain America for him. But during a meeting with the President, while receiving a pardon for his actions during the Civil War, he learns that he may have a bigger role in store.
