| The Punisher has traveled to the American SoutWest upon learning that a racist militia is slaughtering Mexicans on the other side of the US border. After meeting the Hate-Monger, a man wearing a mockery of Captain America's costume, who leads the militia, Frank realizes that this is more than just a physical war, but a war of ideas.
